Following the announcement by the Ministry of Commerce regarding the export control of dual-use items, and to effectively implement international obligations such as non-proliferation controls, strengthen the management of dual-use items exports to Japan, and resolutely safeguard national security and interests, Shaanxi Fuhua organized a training and briefing session on dual-use items export control compliance on the morning of January 26, 2026. Staff  concerned  from the Sales Department, Shaanxi Fuhua Trading Company, and the General Manager's Office participated in the training. The session was led by the company's legal advisor, Lawyer Jing Huan, with the aim of further refining the enterprise compliance management framework from a legal professional perspective and solidifying the compliance foundation for foreign trade operations.

During the training, Lawyer Jing Huan focused on four core modules. Starting with the core concepts and legal framework of dual-use items compliance, she clarified policy boundaries and regulatory requirements. She then concentrated on the identification criteria and classification logic of dual-use items, helping business personnel accurately determine product attributes. The session also provided a detailed explanation of the company's internal compliance management system and specific rules, defining the operational norms for each role. Furthermore, it delved into the risk points in export processes and the consequences of violations, reinforcing all participants' respect for law and compliance. The teaching content was highly targeted, logically clear, and combined professionalism with practicality, encompassing both macro policy interpretation and specific case studies. This approach effectively addresses common issues such as ambiguous compliance identification and unclear procedural operations in daily business, further clarifies the classification boundaries and declaration procedures for dual-use items, and enhances risk prediction capabilities. Participants attended attentively, engaged actively in interactions, and took an assessment test to evaluate the training's effectiveness. They gained a systematic understanding and knowledge of the dual-use items compliance framework, substantially improving their compliance awareness and professional competence. Consequently, the company's management mechanism for dual-use items exports has become more robust.
